With the city in the background and plenty of drivers sure to be passing by, the prognosis for getting noticed looks pretty good.

🧠 FINAL SOLVE
The final answer was a 10-letter anagram that solved into a 5 + 5 layout. Our Friday solve is usually the toughest of the week, but this one ended up being patched up in a jiffy. One look at the billboards and I figured SIGNS would somehow play into the solution. With all four clue words solved and the letters written out, SIGNS appeared right away. Once those letters were crossed out, the V stood out in what remained, and VITAL came into view to give this one a clean bill of health.
If today’s puzzle slowed you down, our biggest nudges were the billboards and the staff members agreeing that those VITAL SIGNS would help drive patients their way, as well as the new urgent care facility being there to check people’s VITAL SIGNS.

So, where did it come from?
The phrase has its roots at sea. Ships once carried an actual bill of health, a document stating whether contagious disease was present at the port they had sailed from. A clean bill meant the port was free from known infectious disease, while a foul bill could mean quarantine or other restrictions when the ship arrived at its destination. Over time, the idea of being officially cleared as healthy moved from ships and ports to people, giving us the familiar clean bill of health we still use today.
